With the aim of addressing Massachusetts’ housing crisis, the 16-member Unlocking Housing Production Commission convened by Gov. Maura Healey has released its recommendations. It follows the release of the state’s first comprehensive statewide housing plan, which identified a need for 222,000 new housing units.
Titled “Building for Tomorrow,” the commission’s report provides recommendations across four broad themes: economic incentives and workforce development in the housing industry; updating land use and zoning practices; streamlining regulations, codes, and local permitting; and bolstering state planning and local coordination.
“The Affordable Homes Act, a record-breaking $5.2-billion housing bond bill spearheaded by the Healey-Driscoll Administration, provides a historic foundation for addressing these challenges,” the report states. “However, funding alone will not resolve Massachusetts’ housing shortage. Without significant zoning and regulatory reforms that maximize the impact of available state funding, housing production will remain slow, unpredictable and insufficient to meet resident demand.”
